As far as I know, the person cloning does need to clone the avatar themselves first. Or at the very least needs the avatar they want to rip to be in the same world. Both of which does require a client to do the actual ripping/cloning. And like I said, I've seen people clone private avatars. Heck, I've seen someone clone one of -my- private avatars.
